Rules are needed to keep a large Eclipse installation consistent, and avoid bloat. On the other hand, rules hinder creativity and take time away from didicated, motivated contributors. Some rules (like globalization) are not needed by everyone.

NONE: No rules, please! Free market and creativity will result in the best. NOT-ME: Those who want (e.g. globalization) should do it by contribution. I can't see why I should invest in what I don't need. GUIDANCE: I appreciate rules as guidance for my project, but deny strict enforcement. TRAIN-GAIN: Projects gain from the train, they should also pay for the train, for the greater benefit of all.     Train participation should certainly have a strict bar. Question is where the line is drawn between must, should and nice to have.

    To make it easier for esp. smaller project it would be of much help if requirements and documentation how to implement for must and should levels is very clear.

    Wonder if a "merit badge" system would work? e.g. "Supports full bidi in both source code and tools" - so that users can judge for themselves. Now users typically only find out after they have installed.

    For the train we should have a high bar or perhaps there are levels of train participation. Either way, the train is about our consumers and making it easier for them to consume what we produce.

    The title of "How much Rules does eclipse need" needs more detail.
    If the voting is for this title, I vote for 1 or 2.

    But if the voting is for a coordinated release, I vote for 4. Participation in a "coordinated" release require the parties to coordinate and keep certain consistency. "Coordinated" == follow the coordination rules.
