    Low cost simply means cheap price to client, if you find good translators, editors, QMs at low prices (not impossible) then you can offer low cost translating.

    If you are a one man outfit you can offer low cost translation by lowering your rates.

    Fortunately most good translators either know they are good or eventually realize and want to get fair prices, but some might be happy to stay woth low paying (hig volume) jobs.
